Recently there was a need to add VMC Day and Night to the Authority to Fly (ATF) of a helicopter with skid undercarriage. It was initially rejected by the SACAA ARB because the helicopter didn't have a stall warning, flap position indicator and undercarriage position indicator (along with some other minor issues). Surely such an important body of our regulator should consists of a variety of professionals that would allow them to make an informed decisions relating to airworthiness? Considering that this body made such an obviously wrong decision, one wonders how many other decisions could be questionable. This is surely a serious safety risk and could have major legal consequences if it could be demonstrated that the ARB is not staffed with personnel with the required expertise.
